James Cardinal Hickey, Archbishop Emeritus of Washington, D.C., was the first Episcopal Liaison for the Council. He provided much support and assistance in the early days of the Council.
During the summer of 2001, the Congregation for Institutes of Consecrated Life and Societies of
Apostolic Life appointed the Most Reverend Justin F. Rigali, then Archbishop of St. Louis, as the Episcopal Liaison for the Council.
Cardinal Rigali was born in Los Angeles, California and was ordained a priest there in 1956. He was ordained a Bishop in 1985 and appointed titular Archbishop of Bolsena. He served in the Congregation for Bishops for a number of years. He was appointed Archbishop of St. Louis on January 25, 1994. In 2003, he was appointed Archbishop of Philadelphia and was elevated Cardinal with the titular Church of St. Prisca. He is currently Archbishop Emeritus of the Archdiocese of Philadelphia. He brings to the Council a wealth of experience in ecclesial matters.
